Civil Methods (formerly Hydromethods) is a group of senior-level technical professionals providing civil and environmental engineering consulting services throughout the U.S. The company was formed by Kent Brander and David Poggi in 2010, with a focused effort on site design services and water resources engineering. Our goal is to maintain a team of experts capable of working in multiple capacities, allowing for minimal company overhead and maximum client attention.

David has worked for 15 years in the field of civil engineering and has extensive experience with site development design & planning, surface water modeling, construction project management, plan review, and permit acquisition. He has developed a strong technical background working with both public and private clients throughout his career, and has sat at both sides of the table, acting as lead design engineer or reviewing authority. After obtaining his graduate degree (M.S.) in Civil Engineering, David served as an engineering project manager and primary designer for 8 years at a large civil engineering firm in the Twin Cities area. His responsibilities included site development design and review for client municipalities, day-to-day problem solving, project facilitation & design, plan & specification development, and construction project management. David has an extensive background in development regulatory and design issues, and is adept at arriving at solutions meeting project objectives and agency requirements. He has extensive experience with a range of design and analysis software packages, and regularly develops construction documents with AutoCAD Civil3D.

Kent has worked for 15 years in the field of civil and environmental engineering, performing a wide range of services for public and private clients. With degrees in both Geological Engineering (B.S.) and Civil Engineering (M.S.), over his career he has worked as a consulting engineer for firms in 3 states, giving him a broad perspective on varying regulatory and design concerns. Kent’s strengths in technical analysis, site and document investigation, and effective communication, have been key on multiple contentious projects. Between 2003 and 2010, Kent played a lead role in project development and water resources modeling at a Minnesota civil engineering firm, where he was responsible for design and analysis for a number of sustainable development projects throughout the Midwest. He is recognized as an expert in hydrologic and hydraulic modeling and analysis, and has constructed or developed hydrologic, hydraulic, and water quality models for a range of surface water and groundwater-related projects. Kent is experienced in facilitating public meetings, obtaining stakeholder input, and serving as an expert witness, and has made significant contributions to various planning and guidance documents.
